In 1996 while Sean Cononie was in his early 30's he sold two of his companies; the COSAC Corporation and COSAC Communications and decided to retire. However, within a year of his retirement, Sean became interested in starting a few public service ventures and decided to take the original acronym COSAC, which stood for Company Of Sean Anthony Cononie to begin the COSAC Foundation. The newly formed COSAC Foundation had a double meaning behind its acronym; Charity of Sean Anthony Cononie and Coalition of Service and Charity. Over the next 10 years the COSAC Foundation has expanded to include 14 different social service agencies. Most of these agencies are located in Florida. However, one division is located in Haiti; it provides various services to youngsters throughout Haiti. Some of these services include the opening of orphanages and the provision of medical services. Most recently COSAC's Disaster Division participated in relief efforts to victims of hurricane Katrina. Sean appears to have tremendous foresight of the development of social service matters before their onset occurs. In 1999 Sean Cononie began the Terrorism Intelligence Agency. This agency began pre September 11th. During one of its public interviews in 1999 Sean stated that airport security was at its all time worse and change needed to take place before a disaster occurred. A few years later Sean almost died of bacterial meningitis and that's when he began a campaign known as EPAM, Educating People about Meningitis; this campaign educates and helps to support the public about meningitis and its affects.

Sean's philosophy is that COSAC CARES and being a caring agency means it can tackle problems by starting agencies which can be operated by volunteers to help address those problems. It also means that agencies which are operated by a staff of volunteers can expand and this is because operational budgets can be kept to a minimum. The proof of how an agency can operate successfully and with a low budget is shown best through COSAC's Homeless shelter. The shelter consists of five properties, services hundreds of homeless people a year and operates on a mere budget of less than 1.3 million. All the other agencies operate inside of that 1.3 million dollar budget.

Another successful service that COSAC operates is its Homeless News Wire Service. The News Wire Service shares news with social service agencies throughout the United States and sends technical advice to agencies in need of assistance.

In 2006 Catholic Charities requested Sean's advice for affordable housing in New Orleans post hurricane Katrina. In the beginning on the year 2006 Sean was the leading advocate speaking for the entire homeless provider community on the hate crimes in Fort Lauderdale where three teens attacked three homeless individuals leaving one dead from the blows of baseball bats. The crime was caught on a video surveillance camera and was broadcast throughout the world. On March 3rd 2006, Sean created a new agency titled Cosac's Preventing Epidemics and Pandemics, Inc. On the same day, the agency also started a campaign to bring up the speed on the plans that the government has to fight a pandemic. The campaign was named after the new agency titled "PEP UP TO SPEED."

Sean encourages all people to start as many volunteer agencies as they can, to make the world a better place.
